Avinash Kumar, a 1993-batch IAS officer of the Jharkhand cadre, has officially taken charge as the Chief Secretary of Jharkhand, ending weeks of speculation over the state’s top bureaucratic position. His appointment comes after the retirement of senior IAS officer Alka Tiwari, who has now been nominated to the State Election Commission.

Kumar, previously serving as Additional Chief Secretary in the Energy Department, will also hold additional charge as Additional Chief Secretary to the Chief Minister and Principal Resident Commissioner of Jharkhand Bhawan in New Delhi. The appointment was formalized through an order issued by Under Secretary Vinod Kumar on Tuesday under the direction of the Governor.

Chief Minister Hemant Soren hosted a farewell for Tiwari at the Jharkhand Secretariat, praising her administrative skills and contribution to the successful implementation of key government schemes and policies. Soren highlighted that Tiwari’s guidance had helped the state execute several flagship programs efficiently.

New Leadership at the Helm

While congratulating Avinash Kumar on assuming office, the Chief Minister expressed confidence that his administrative vision, experience, and efficiency would strengthen governance and accelerate development initiatives in Jharkhand.

Alka Tiwari officially retired on September 30, although her last working day was September 26. Soren noted her integrity, dedication, and consistent service to the state and added that her expertise would continue to benefit Jharkhand in her new role at the State Election Commission.

The ceremony was attended by newly appointed Development Commissioner Ajay Kumar Singh, senior principal secretaries, secretaries, and other top officials of the state government.

This leadership transition reflects continuity in governance and places experienced officers in strategic positions, ensuring strong administrative oversight and smooth execution of Jharkhand’s development and policy initiatives.
