CM launches Abua Dishom Budget portal for public suggestions

Chief Minister Hemant Soren on Friday launched the ‘Abua Dishom Budget’ portal and mobile application, inviting experts and the general public to share suggestions for the preparation of Jharkhand’s Budget for the financial year 2026–27.

The initiative was launched at the Jharkhand Ministry headquarters as part of the state government’s effort to strengthen public participation in fiscal planning. Citizens can submit their suggestions through the dedicated portal and mobile app, as well as through social media platforms including WhatsApp, Instagram, Facebook, and X, until January 17, 2026.

Addressing officials, the Chief Minister said a strong state is built not only through government schemes but through meaningful public participation. He said the government is making sustained efforts to move towards an inclusive budget that reflects grassroots needs and regional aspirations.

Best suggestions to be recognised

The state government will formally recognise the three best suggestions received through the portal. Officials said particular importance will be given to recommendations related to revenue augmentation, which could help strengthen Jharkhand’s economic position.

All suggestions will be examined by the finance department in coordination with concerned departments before being considered for inclusion in the budget.

Push for early and wider participation

The Chief Minister directed officials to institutionalise the process from the next financial year by opening the public suggestion window from November 15 each year, ensuring broader participation from remote and tribal regions.

Officials said the digital platform will improve transparency and make budget formulation more accessible to citizens across the state.

Jharkhand Assembly Budget Session Schedule (2026)

The budget session of the Jharkhand Assembly will begin on February 18, 2026, and conclude on March 19, 2026. The tentative schedule is as follows:

  • February 18: Governor’s address
  • February 19: Discussion on the Governor’s address
  • February 20: Presentation of the third supplementary budget for 2025–26
  • February 23: Voting on supplementary budget demands
  • February 24: Presentation of Budget 2026–27
  • February 25: General discussion on the budget
  • February 26: Government’s reply to budget discussion
  • February 27: Government’s reply to budget discussion
  • March 10: Government’s reply to budget discussion
  • March 11: Government’s reply to budget discussion
  • March 12: Government’s reply to budget discussion
  • March 13: Government’s reply to budget discussion
  • March 16: Government’s reply to budget discussion
  • March 17: Government’s reply to budget discussion and passage of bills
  • March 18: Passage of financial and other legislative business
  • March 19: Conclusion of session with Governor’s address and Chief Minister’s reply

Digital shift in fiscal governance

With the launch of the ‘Abua Dishom Budget’ platform, Jharkhand joins a growing number of states using digital tools to widen civic participation in governance. Officials said the initiative will help identify region-specific development priorities and policy gaps ahead of the next fiscal year.

The government hopes that structured public engagement will lead to a more responsive, inclusive, and economically grounded budget for Jharkhand.
