Growing IAS Exodus in Jharkhand Amid Staff Shortages

A worrying trend is emerging in Jharkhand’s administrative circles, as an increasing number of Indian Administrative Service (IAS) officers from the state cadre are expressing a desire to move to central deputation. Analysts say this could point to growing dissatisfaction with the state’s administrative environment, potentially straining governance and public service delivery.

According to official sources, three more IAS officers—R. Ronita, Akanksha Ranjan, and Mukesh Kumar—have formally applied for central deputation. They join 14 other officers from Jharkhand currently serving in senior positions under the Central Government.

Senior Jharkhand IAS Officers on Central Deputation

Jharkhand currently has 14 senior IAS officers posted at central assignments across various ranks:

Chief Secretary Rank: Shailesh Kumar Singh, Nidhi Khare, Satendra Singh
Principal Secretary Rank: Sunil Barnwal, Rahul Sharma, K.K. Soan, Himani Pandey, Aradhana Patnaik
Secretary Rank: Muththu Kumar, Harsh Mangla, Rai Mahimapat Ray, Shantanu Agrahari, Bhuvnesh Pratap Singh, Divyanshu Jha

This exodus comes at a critical time. Jharkhand has 224 sanctioned IAS positions, but only 170 officers are currently in active service, leaving a shortfall of 54 officers. The departure of more officers to central postings could exacerbate administrative gaps and slow development initiatives.

Officers Preparing for Central Appointments

Several officers, including Sandeep Singh, Ravishankar Shukla, and Shashi Ranjan (up to the 2017 batch), have registered for Mid-Career Training (MCT), a prerequisite for central appointments and promotions. These officers are awaiting clearance from the central government to proceed, signaling a continued trend toward central deputation.

Leadership Vacuum Looms with Upcoming Retirements

The situation is further compounded by imminent retirements of several senior IAS officers in 2025. Officers set to retire include Alka Tiwari (30th Sept), Suman Kaithriva (30th June), Nelson Eon Bage (30th Nov), Anjani Kumar Mishra (31st Dec), Shekhar Jamuar (31st Dec), Akshay Kumar Singh (31st Dec), Shashibhushan Mehra (31st Aug), Gyanendra Kumar (30th June), Ajay Kumar Singh (31st Aug), Lalchand Dadel (31st July), Pawan Kumar (31st Oct), and Manmohan Prasad (31st July).

Experts warn that without urgent measures to recruit, retain, and motivate talented officers, Jharkhand could face a serious leadership vacuum. Analysts suggest strategic interventions such as incentive schemes, career progression clarity, and administrative reforms to stabilize the state bureaucracy.

The growing trend of central deputation reflects broader questions about administrative satisfaction and governance capacity in Jharkhand, a state already grappling with public service challenges.
