Jharkhand pushes innovation-driven growth, CM Soren calls for outcome-focused science policy
Chief Minister Hemant Soren asked officials to make science, technology and innovation initiatives result-oriented while reviewing the state’s policy framework at a meeting of the Jharkhand Science, Technology and Innovation Council.
The meeting, held under the Higher and Technical Education Department, focused on strengthening the state’s research ecosystem, expanding innovation capacity, and aligning academic institutions with emerging technological needs.
From potential to outcomes: focus on execution
Soren said Jharkhand has adequate talent, natural resources and institutional base, but stressed that the real gap lies in structured execution and ecosystem support.
He directed departments to prepare a time-bound action plan for promoting research, startups and innovation, build stronger linkages between universities, research bodies and industry, and integrate technology-driven learning into higher and technical education.
The focus, officials said, is on moving from policy intent to measurable outcomes.
Linking innovation with governance and real needs
The Chief Minister underlined that science and innovation should not remain confined to academic spaces, but must be integrated with governance and everyday challenges.
He called for applying innovation in public service delivery, aligning it with local economic sectors including agriculture, and developing solutions that improve productivity, livelihoods and efficiency.
Statewide outreach to expand scientific awareness
Expanding scientific awareness at the grassroots level emerged as a key priority.
Soren directed that mobile science exhibition buses be deployed across all 24 districts, with a focus on school students and rural communities. He said such initiatives are important to build a scientific temperament and widen public engagement.
Focus on agriculture-tech and inclusive science spaces
The Chief Minister stressed the need to integrate technology and mechanical innovation in agriculture to improve productivity and ease of work.
He also called for making science cities and centres more inclusive, ensuring they attract people of all age groups and serve as spaces for learning, interaction and inspiration.
Review of science infrastructure
The meeting reviewed the progress of science centres and planetariums under development across districts.
Soren directed officials to ensure that these facilities are high-quality, engaging and useful to the public, and are completed within timelines.
He also suggested exposure visits for government school students to leading science cities and planetariums across the country to encourage curiosity and innovation.
Need for coordinated implementation
Senior officials from multiple departments, including finance, energy, education and scientific institutions, attended the meeting, reflecting a multi-sector approach.
The Chief Minister emphasised the need for continuous coordination among stakeholders to ensure effective implementation.
