Jharkhand Chief Minister Hemant Soren on Saturday said the state government is committed to preparing its youth for the global stage through education and capacity building, as it moves toward a comprehensive partnership with the Jindal Foundation in key sectors of research, higher education and governance training.
According to an official statement from the Chief Minister’s Secretariat, the Jindal Foundation submitted an Expression of Interest (EoI) to the Jharkhand government during the Chief Minister-led high-level delegation’s visit to London. The proposal outlines collaboration in education, public policy research and skill development with a focus on long-term human resource strengthening.
The partnership aims to complement Jharkhand’s industrial growth with investments in knowledge and human capital, particularly in regions emerging as industrial hubs.
Key areas of collaboration
The proposed agreement covers four major focus areas:
Public policy and climate change research:
The state government and the foundation will promote academic collaboration in public policy, law and climate change, keeping in view the challenges of eastern India. The initiative seeks to provide inclusive and high-quality education and research opportunities for students from the region.
Centre of Excellence in core sectors:
A Centre of Excellence will be established in collaboration with premier institutions such as IIT-ISM Dhanbad and BIT Sindri. The centre will focus on research and innovation in steel, mineral processing and critical minerals, which are central to Jharkhand’s industrial development strategy.
Scholarships for marginalised and meritorious students:
A joint scholarship programme will be launched on a 50:50 cost-sharing basis between the state government and the foundation. The scheme will support students from disadvantaged communities, especially women, to pursue higher education in law, public policy and management. Sports-based scholarships will also be included to ensure talented athletes are not restricted by financial constraints.
Capacity building of administrative officers:
Around 30 mid-career officers from the Jharkhand Public Service Commission (JPSC), including administrative and police service officials, will undergo specialised training programmes twice a year. The objective is to introduce global best practices in governance and improve public service delivery.
Foundation’s vision
The Jindal Foundation stated that with Ramgarh and Patratu emerging as major steel hubs, Jharkhand will require a skilled workforce to sustain industrial growth. The foundation expressed its commitment to supporting the state in building skilled manpower and improving its Human Development Index (HDI).
Officials said the proposed partnership is expected to be formalised in the coming months and could become a significant step toward aligning Jharkhand’s industrial ambitions with educational and institutional capacity building.
