Jharkhand has been named one of India’s Top Achievers in the Business Reform Action Plan (BRAP) survey by the DPIIT. The recognition highlights the state’s steady progress in simplifying regulations and improving the ease of doing business.
Industry Secretary Arwa Rajkamal, Director of Industries Vishal Sagar, and JIADA Managing Director Varun Ranjan received the award in New Delhi. They later met Chief Minister Hemant Soren in Ranchi and briefed him on the achievement.
“This is the result of our team’s continuous effort to make Jharkhand a destination for transparent and progressive investment,” said Chief Minister Hemant Soren.
The Chief Minister described the award as a proud moment for Jharkhand and encouraged officials to continue reform work with the same spirit.
Reform Momentum and Digital Shift
The DPIIT recognised Jharkhand for its performance in business entry facilitation, construction permits, labour reforms, and service efficiency. The government has introduced online approval systems, single-window clearances, and simplified labour processes. These steps have reduced procedural delays and improved investor confidence.
As a result, Jharkhand is emerging as a preferred destination for manufacturing, food processing, renewable energy, and logistics. The Top Achiever status is expected to attract more investors and partnerships in the coming months.
“Digital integration has not only improved transparency but also reduced friction for investors,” said a senior official from the Industries Department.
Linked to ‘Ulgulan 2050’ Vision
The recognition aligns with Chief Minister Soren’s Ulgulan 2050 vision, which aims to make Jharkhand self-reliant and equitable. The government has focused on inclusive industrialisation, encouraging local entrepreneurship and linking rural communities with formal markets.
Soren said every department must act as a “builder of a new Jharkhand,” ensuring that economic growth benefits all sections of society.
National Context and Policy Standing
The BRAP survey, part of the national Ease of Doing Business initiative, assesses states on reform implementation and transparency. States are grouped into Top Achievers, Achievers, and Aspirers categories.
Jharkhand now shares the Top Achiever slot with Gujarat, Maharashtra, and Tamil Nadu. This recognition shows the state’s growing maturity in policy and governance. Officials added that online systems for land allotment, factory registration, and pollution control have improved response times and accountability.
The Road Ahead
Experts believe the next step is to strengthen industrial linkages, improve logistics, and expand skill development. Sustained growth will depend on consistent policy execution and infrastructure upgrades.
Jharkhand’s recognition as a Top Achiever reflects its shift from reactive governance to proactive reform. It marks a turning point for a state balancing natural wealth with modern industrialisation.
“Every recognition reminds us that our best work is yet to come,” said the Chief Minister.
