The district administration has completed the mutation of 475 acres of land in the name of Ranchi Smart City Corporation, nearly a decade after the project was launched.
The move removes a key legal and administrative hurdle that had stalled infrastructure and real estate development in the Smart City area for over eight years due to unclear land ownership records.
According to officials, more than 16 private companies had already deposited advance payments for projects such as schools, hospitals, IT parks and commercial complexes. However, construction could not begin as the land continued to be registered in the names of former owners in revenue records, creating uncertainty over legal title.
Rs 1,200 crore private investment pipeline
With the mutation process now underway, authorities expect over Rs 1,200 crore in private investment to be mobilised in the Smart City zone. Planned developments include residential and commercial buildings, IT parks, educational institutions, hospitals, green zones and smart traffic systems aimed at upgrading urban infrastructure and civic amenities.
As part of the process, land mutation has also begun in favour of private investors. Two plots measuring 11 acres and 7.5 acres have already been mutated in the name of a major real estate firm, officials said.
Why the delay occurred
The land was originally acquired for Jharkhand Urban Infrastructure Development Corporation (JUIDCO) and later purchased by the state government and transferred to Ranchi Smart City Corporation. However, revenue records continued to reflect the names of previous landowners, preventing legal mutation and freezing development activity.
Following a review meeting at the state level, the Deputy Commissioner approved orders for land mutation in the name of Ranchi Smart City Corporation, enabling the process to move forward.
Boost to urban development
Officials believe the clearance will significantly accelerate construction and investment in the Smart City project, which was announced in 2016 under the national Smart Cities Mission.
“The mutation resolves long-standing legal ambiguities and opens the door for large-scale infrastructure projects,” a senior district official said, adding that work on delayed projects is expected to begin soon.
The development is seen as a crucial step in transforming Ranchi into a modern urban hub with improved public services and private sector participation.
