State unveils ambitious AI roadmap to build digital governance ecosystem, nurture 1,000 startups and create one lakh AI-enabled jobs

Seeking to transform itself from a mineral-led economy into a technology and innovation-driven investment destination, the Jharkhand government on Thursday unveiled an ambitious Artificial Intelligence (AI) roadmap proposing an investment of Rs 1,150 crore over the next five years to build digital infrastructure, strengthen governance and create a future-ready technology ecosystem.

The roadmap, presented on the second day of the National Stakeholders’ Consultation in New Delhi, forms a key pillar of the state’s Vision 2050 strategy. It aims to integrate AI across governance, healthcare, education, agriculture, mining, industry and citizen services while positioning Jharkhand as a preferred destination for technology investments and Global Capability Centres (GCCs).

The government has set ambitious long-term targets under the roadmap, including attracting more than Rs 10,000 crorein investments, establishing over 50 Global Capability Centres, supporting more than 1,000 AI startups and generating over one lakh AI-enabled jobs.

From mineral economy to knowledge economy

The AI roadmap signals one of Jharkhand’s most significant economic diversification initiatives in recent years. While the state has traditionally been known for its rich mineral resources, the government is now seeking to create a parallel growth engine driven by digital technologies, innovation and knowledge-based industries.

Chief Minister Hemant Soren said the initiative reflects the state’s commitment to building a knowledge-driven economy through innovation, research and technology, moving beyond its traditional identity as a mineral-rich state.

Draft AI policy lays foundation

At the heart of the roadmap is the proposed Jharkhand Artificial Intelligence Policy 2026-31, which seeks to create a comprehensive framework for responsible AI adoption across government departments and key sectors.

The policy proposes the use of AI in governance, healthcare, agriculture, education, mining, environmental management and disaster response while emphasising transparency, cybersecurity, ethical AI practices and data privacy.

Unlike conventional IT policies focused primarily on attracting software companies, Jharkhand’s proposed AI framework seeks to combine public-sector digital transformation with private-sector investment and innovation.

Building AI infrastructure

To support the initiative, the government has proposed investing Rs 1,150 crore over five years to build AI infrastructure, strengthen digital capabilities, promote innovation and accelerate AI adoption across government departments.

The roadmap proposes establishing:

  • State AI Mission
  • Jharkhand AI Cloud
  • AI Park
  • AI Innovation Hub
  • AI Innovation Zones
  • Centres of Excellence
  • Integrated startup and skilling ecosystem

These institutions are expected to promote research, entrepreneurship, innovation and collaboration between industry and academic institutions.

AI-driven governance

One of the roadmap’s central features is the proposed Chief Minister Data Intelligence Platform (CM-DIP), an AI-enabled decision support system designed for real-time monitoring of government programmes, infrastructure projects and departmental performance.

The government also plans to introduce multilingual AI-powered citizen services through digital platforms, WhatsApp-based service delivery, online grievance redressal and Panchayat-level digital access to public services.

Two specialised AI platforms have also been proposed:

  • Health and Nutrition Vigilance System (HNVS) for healthcare monitoring and service delivery.
  • Critical Minerals Administration System (CMAS) for data-driven mineral administration and regulatory oversight.

Together, these initiatives are expected to improve governance through intelligent data analytics while creating opportunities for GovTech companies and AI solution providers.

Ranchi IT Park to anchor investment

As part of its digital infrastructure strategy, Jharkhand also showcased plans for a 100.97-acre IT Park in Ranchi, envisioned as a hub for Global Capability Centres, IT companies, startups and innovation-led enterprises.

The project is expected to become the state’s flagship digital investment destination and play a key role in attracting multinational companies looking to expand operations beyond India’s established technology hubs.

Betting on the GCC opportunity

The roadmap places significant emphasis on attracting Global Capability Centres, which have emerged as one of the fastest-growing segments of India’s technology economy.

By targeting more than 50 GCCs, Jharkhand hopes to leverage growing corporate interest in expanding operations into emerging cities offering lower operating costs, improving infrastructure and access to skilled talent.

Industry experts believe that as Bengaluru, Hyderabad and Pune become increasingly saturated, Tier-II cities with supportive policies and strong digital infrastructure could emerge as attractive alternatives for multinational corporations.

Focus on startups and talent

Beyond infrastructure, the roadmap highlights AI education, advanced skill development and industry-academia partnerships to prepare a future-ready workforce.

The government plans to strengthen research collaborations, support startup incubation and encourage innovation through Centres of Excellence and dedicated AI innovation programmes.

Officials believe these initiatives will help build a sustainable technology ecosystem while creating employment opportunities for young professionals across the state.

Consultation before rollout

The proposals were presented before technology companies, startups, academic institutions, investors and industry representatives during the National Stakeholders’ Consultation.

The government has invited stakeholder feedback before finalising the policy framework, signalling a consultative approach to shaping Jharkhand’s AI ecosystem.

Execution will determine success

While the roadmap presents an ambitious vision, successful implementation will depend on sustained investments in digital infrastructure, reliable connectivity, skilled manpower, policy stability and active participation from the private sector.

Competition from established technology destinations will remain intense. However, if the proposed ecosystem is implemented effectively, Jharkhand could emerge as one of India’s fastest-growing destinations for AI-driven governance, digital innovation and technology-led investments.
